What the problem is: The only thing working on the bike is the headlights high and low beam,flash to pass switch,under seat light,and I can hear the fuel pump spin up.
I have tested all the usual suspects the main fuse,all the rest of the fuses,ignition switch.replaced battery,kill switch,side stand switch anything that would keep it from starting but if it were any of these I would still have a working instrument cluster.
I have voltage to the fuse block and the ignition switch but no instrument panel,brake lights,turn signals,running lights,horn,starter not engaging have power at the relay.
Has anyone ever seen this problem before? I have not had time to get to dealer and ask any questions of them.

Not all that, but yes, I have had similar problems once. Seems a small mouse got into the engine compartment of my 650 and chewed through some wires in the harness. It wouldn't start and Baffled me for weeks. I thought it was a bad side stand plunger switch, until I found one little broken wire buried deep, then another, and then one that was almost broken.
The 400 has a bottom pan that helps keep the little buggers out, whereas the 650 doesn't. But you never know, it's a possibility.

Double check the signal fuse in the fuse box. The things you mention not working run off that fuse. Don't just trust looking at it. I've seen fuses that look OK but are actually blown. Test it to ensure current goes through it or replace it with another fuse. I don't have a wiring diagram for an 08 but it is fuse number 5 on both my 06 400 and my 650 so I suspect it is the same one on your bike. It is a 15 amp fuse. If it is OK then I would check the wiring going to that fuse.

BTW what you are experiencing is the same as I experienced when the horn on my 06 400 shorter out and blew that fuse. Replacing the horn and that fuse solved the problem.

It is alive  I don't know how many times I looked at the fuses like a dummy. I know better than trust my eyesight. trust your instrumentation. I was ready to junk this thing. I was convinced (using my fuzzy logic) the problem was the ignition switch. Now to put the front end back on get out and ride. Thank everyone for their help! JW |

Even the cheap give-away multimeter from Harbor Freight seldom lies. Maybe half the problem was my meter is a Fluke  No mater what the brand if you don't use it it is useless. I should know better been out of the game a while. JW |

Maybe half the problem was my meter is a Fluke Surprisingly, a Fluke is one of the better multimeters. I still have 2 or 3 Triplett multimeters from back when I spent 19 years servicing office machines...adding machines, the big old mechanical calculators, & typewriters. Still have the briefcase/toolkit I carried. |

I was a process control tec. But for about the last 10 years of my career I was mostly a programmer working with Foxboro equipment. I worked for the local sewer district. Programming treatment plant and pump station controls.

Anyone who has ever been inside the covers
for station control systems, has been all the way
around the function selector switch of a multimeter
at one time or another.....burned the tip of a probe
& changed the safety fuse myself a time or two.
