don't condone what the scooter rider but the vehicle that hit him was going significantly faster than the left lane traffic
don't know the rules of the road everywhere but usually the right lane is the "slow" lane and the left lane is for overtaking  lots of fault to go around

Seeing that the truck traffic is primarily in the left lanes, I'm guessing they may be in a country which uses the British lane assignments (driving on the left side).  So in this divided highway, the right lane would be the faster lane.  So the rider is trying to pass the car in front of him.  He didn't look over his shoulder until he was almost in the car's lane.  Bad for him.  Just a thought.

(edit - maybe I answered my own question about keeping the video.)

could be a cop car. you can hear a radio, and when the clip begins, there is an accident scene.... just guessing

You might be right about being in GB  -- if you look real close on the right side of the road is a sign that says: "keep left".
